Automatically provide alt text for images using OCR/computer vision #24801

Not sure what the best service to use for this would be, but in theory we could use OCR to extract text from images and/or computer vision to describe objects in the image, then provide this as alt text to the image. This would help improve accessibility in cases where there is no publisher-defined alternative text.
