What does this pull request do?

This PR fixes the adds a field for the Parent Id for the replies to comments that come from the backend.

Description of the tasks to be completed?

• Adding the Parent Id to the replies body

How should this be manually tested?

   $ git clone https://github.com/andela/ah-technocrats.git
   $ cd ah-technocrats
   $ git checkout fix-reply-payload-163644503
   $ python3 -m venv venv
   $ source venv/bin/activate
   $ pip install -r requirements.txt
   $ python manage.py makemigrations
   $ python manage.py migrate
   $ python manage.py runserver

After getting Comments Replies from the endpoint,
the payload now includes the Parent ID.
