What does this PR do?
It prompts the Czar to click inorder to select from the deck of black cards the next question card.
Description of Task to be completed?
When a user picks a card, they are prompted to click to draw the card as opposed to just randomly selecting the card and leaving the CZAR confused about what just happened.
How should this be manually tested?
After the winning card has been selected by the Czar, the next Czar is prompted to click to start next round
