Executable version of the MEE2024 Stacker v0.2.0

This will run on Windows 10 and 11 computers without having to install Python.
To use plate solving, download the accompanying Tycho database.

To use the Gaia database, an internet connection is required. A preliminary Tycho plate solve is necessary before using Gaia.
