A good start would be to use Gentoo Linux and install app-misc/taskdb from andrey-utkin overlay.
Everything can run either on your local physical machine (e.g. laptop, as I had it first), or in the cloud (as I run it nowadays). For the cloud case, I recommend making all the services available exclusively via dedicated VPN.
