The bug here is already fixed for r18b, just filing this so we can mention it in the changelog.

https://android-review.googlesource.com/c/platform/ndk/+/660662 accidentally dropped the -fstack-protector-strong cflag. This change was first released in r18, so only one NDK needs to be patched.
