Express Checkout - Review Page - Customer Notes

We need to make sure our review page displays any customer notes that have been entered up to that point. This would include any notes entered on the WC checkout page and/or in the PayPal Express Checkout pages.

I'm pretty sure we've set it up in the past so that if the WC customer notes section was entered it would just use those notes and not allow them to enter notes in the PayPal checkout pages. I'm not 100% sure how that's being handled, though.

In any case, I think it would be nice to allow the customer to see and optionally adjust the notes they've entered on our review page. So it would be a text edit box that is pre-filled with the current notes value as entered previously during checkout, and they could leave it as-is or adjust it.

Of course, whatever value was submitted from the review page for the customer notes would be what gets saved in the WC order.
