Express Checkout - Product level option for enabling/disabling CC - Tool tip

We're getting lots of questions about the EC button on product pages now that we've added the product-level option. I'd like to add a tool-tip next to the global option that we have under the regular EC settings page that informs people there is also a product-level option that needs to be set. The tool-tip should also include a link to the Bulk Updater so that people realize it exists to help set all of their product-level options accordingly.
