Express Checkout - WC Form Validation isn't kicking in..??

This could be related to some of the address issues we've been getting reported.

Testing with www.dreamlandmagic.com, they have EC enabled in the regular gateway list on the WC checkout page. No where else. When I get to the checkout page, their form has red *'s for fields that should be required by WC form validation, however, when I choose PayPal EC and submit the form, the WC validation does NOT kick in. Instead, it sends the request to PayPal, and then I'm sent back to the WC form with error 10727 - The field Shipping Address1 is required.

When I switch to one of the other payment options on the WC checkout page then the WC form validation kicks in again.
