Authorization order status in WC.

We've gone back and forth this a couple of times now I think because we keep getting different feedback from users.

As it stands now when an order is Authorization - Pending status, we're setting it to On Hold in WC. Some people like this but others prefer to go with Processing instead.

As such, I'd like to add the option into our settings. If the user chooses Authorization for the action type, then we need to display another option immediately under it for "Pending Authorization Order Status" and let them choose either "On Hold" or "Processing". Then act based on this option during checkout.
