Updates angular.json so it's more in line with a new clean Angular app.

This also removes the following warning when running the dev server:

Warning: 'outputHashing' option is disabled when using the dev-server.

Looking good! Just make sure you still get strict templates errors (aot should be true by default but check just in case)
