Yes, the previous version in which this bug was not present was: IE 11 polyfills

Description

IE 11 polyfills is not present in the polyfills.ts file and the angular 8 wesbite is not rendering in IE 11 browser

🔬 Minimal Reproduction

ng new testapp

enable the polyfills in the ployfills.ts and ng serve to IE11

🔥 Exception or Error

No error but website is not rendering in IE11.

🌍 Your Environment

Windows 10, IE 11

Anything else relevant?
It is specific to IE11
