fix(material/progress-spinner): Progress spinner animation fails for floating point diameter values #20192

The spinner diameter is used in the animation-name CSS property for the indeterminate spinner circle element. If the diameter is a floating point value the animation name will include a period ‘.’ character e.g. animation-name-90.6. Period characters are not supported for the animation-name property - see https://developer.mozilla.org/en-US/docs/Web/CSS/animation-name.

Replacing the period character in the diameter string with an underscore fixes this issue e.g. animation-name-90_6

on the spinner circle includes an unsupported period ‘.’ character when the diameter is a
float point number. An underscore can be substituted instead of a period to fix this.
