Mass apply isort prior to stable-7 branching

Summary

Not exactly CI but I wasn't sure how to characterize this. In the AWS community meeting on 7/27 we agreed to mass apply isort to the repo prior to creating the stable-7 branch. This issue is to ensure that gets done.
