[3.0.0] Prepare new major release: remove deprecations, add community.library_inventory_filtering_v1 dependency, add new filter option

SUMMARY

• Bump version to 3.0.0.
• Remove deprecated features, implement breaking changes.
• Remove filters alias of simple_filters option for inventory plugins.
• Add new community.library_inventory_filtering_v1 collection dependency and use it to implement filters option for inventory plugins.

I'm planning to merge this later this month, probably after the next Ansible release. At that point I'll create a stable-2 branch and will keep it updated for some time (at least as long as Ansible 9 is still supported, i.e. until the end of this year).
