More updates for Matrix as a chat option

Summary

ansible/ansible#75406 took the first step toward documenting Matrix as an option for Ansible community chat. Here's the remaining work to be done:

• update references to specific channels (#ansible, #ansible-devel, #ansible-docs, #ansible-windows) to offer direct links to the correct Matrix room as well as a reference or link for the IRC channel
• in the SeeAlso sections that discuss chat, add lines with links to the "start here / stop by and say hi" Matrix room
• update the existing SeeAlso references to make it clear that the communicating page has more information about Matrix and IRC in general
• consider moving the list of Working Groups and their chat venues from https://github.com/ansible/community/blob/master/meetings/README.md into the communicating page; alternatively, update the README.md page to reflect the Matrix rooms as well as the IRC channels
• add a section or page for "Chat etiquette" somewhere that gives tips on making the Matrix/IRC bridge work well for users on both protocols
• adapt some content from https://matrix-help.envs.net/
