I tested this and it does fix the reported issue. However, it breaks check mode reporting. It reports change: False
in check mode even though the task will make changes when the task is run.
Please create a changelog fragment and integration tests. See this fragment as an example.

SUMMARY
This PR is changing the behavior of the
mount
module to remove the fstab record only after the mount point was successfully umounted. This prevents the situation where the mount fails and the record stays. This should fix the issue #48313.ISSUE TYPE
