Docs: edits & expands module_utils & search path info in dev guide #55931

SUMMARY

Updates documentation on writing and using module utilities. Adds a section describing Ansible's search path (pre-Collections). Plus a few related edits to the developer guide.

Replaces #55671, which retains the original discussion. Incorporates material from #45561.
