Add Accuracy class for equivalency evaluations

Should handle comparisons with default and defined tolerances like:

Accuracy.length_is_zero(length: float)
Accuracy.length_is_zero(length: float, tolerance: float)

Pull default tolerances from SpaceClaim, such as:

float length_accuracy = 1e-8;
