【WIP】feat: 升级 atool-build 0.10.0, 修改svg配置方法

这个先等着，atool-build 那边竟然回滚了...

cc @afc163 antd也暂时不用升级 antd-tools 。

• antd-tools 升级 1.0.0 antd-tools#37
• bisheng 升级 [WIP] feat: upgrade atool-build benjycui/bisheng#86
• antd-mobile 去掉 svg-loader 相关配置（改为由 antd-tool 1.0 即 atool-build 0.10.0 内置）
• antd-mobile 内置文件改名为 *.icon.svg
• 更新 icon 的文档以及 新版 atool-build 用户的配置文档
