之前的 Stepper 存在一个问题：对于受控的 Stepper，如果外部直接改变 value，Stepper 的 state 可以正常改变但 input 上显示的值还是旧的，这也是 #4018 的原因。
这个 pr 略微改进了 Stepper 内部对 inputValue 的渲染逻辑，可以解决上述问题。
