timepicker can't be selected on mobile

Steps to reproduce

On mobile (iphone), a user can select a time with the controls or enter using the keyboard, however, you must select "done" on the keyboard to see the "ok button" When you click "done" it closes the whole picker and you are unable to click "ok" so the time you selected disappears.

On a related topic, I'm unable to scroll the time options on Android (i.e. can only select what is immediately visible).
