Random warning message on login screen or on dashboard

In v2.4.2.1, sometimes during accessing the AMS dashboard warning message appears on screen "You are not allowed to access this resource. Contact your system administrator" and it is random while doing login first time or after a gap of sometime. When this error comes 403 error comes for some rest calls, please check attached screenshots.

I'm still having this issue in version Enterprise Edition 2.6.2 .
