Description

Update Task Life Cycle Diagram to include flow for Deferred Operators.

Use case/motivation

With the introduction of Deferred Operators, the task life cycle diagram should be updated to include flows from deferred to scheduled.

Probably best to also handle #21071 on the way

I think the lifecycle diagram should also be updated to remove the "Clear" arrow, since "Clear" is a "sourceless transition" according to a discussion on Slack (see #documentation channel, 6/3/23)
