Feature request

Please describe your feature

The new release v2.2.0 of api7/apisix-build-tools introduces a new feature that would reduce the time-cost for docker build via using cache with buildx, see api7/apisix-build-tools#74. So we should also make use of that feature to help apisix-dashboard to reduce the CI time.

This issue is also related to a previous PR: #2072.
