Rationale for this change

This has been a pet-peeve of mine for a while, but thought I would finally fix it

Are there any user-facing changes?

Yes, this changes the return type of ColumnWriter::close. In most cases users won't be interacting with the return type directly, as they'll be using SerializedColumnWriter or similar, and so I think this is ok
