Describe the enhancement requested

The Apache Arrow website has references to Jira which should be updated to point to GitHub.

Specific issues for the website should probably be opened in https://github.com/apache/arrow-site? (although we have not yet discussed that explicitly) We can of course keep track of those in a parent issue (like apache/arrow#14822) in this repo.

That was my thought initially, but I found that I was unable to open issues in that repo (only PRs) - maybe the repo isn't configured for issues, or I lack needed privileges.

Ah, that's a very good point .. Yes, we need to enable issues there.

@kou to enable issues, can we do that through asf.yaml or is that something we have to ask INFRA? (https://cwiki.apache.org/confluence/display/INFRA/Git+-+.asf.yaml+features#Git.asf.yamlfeatures-Repositoryfeatures mentions the option, but I don't see it in our arrow's asf.yaml config)

We can use .asf.yaml: https://github.com/apache/arrow-julia/blob/main/.asf.yaml#L32-L33

If we don't have github.features, these features are just not touched.

Now we are moving to GitHub issues, it probably makes sense to open issues about the website in its own arrow-site repo, instead of keeping them in the main arrow repo.
