[Java] AllocationManager: Allow managing different types of memory other than those are allocated using Netty #16987

This is related to an unfinished part[1] in the fix of ARROW-4714.

And this is more or less related to ARROW-7272. Buffers in VectorSchemaRoot converted from arrow::RecordBatch should be managed by Java-side buffer allocators.
