This PR has made some jobs with 1000s of failing tests very slow to complete (>4d) and is probably making Beam Jenkins sluggish. https://issues.apache.org/jira/browse/BEAM-10751 |

I believe that the only option is to revert this feature as https://issues.jenkins-ci.org/browse/JENKINS-33168 has not been resolved. |

There is a new plugin installed in our Jenkins instance - Test stability history [1]. To use it we have to enable it while archiving Junit test results. That PR enables it everywhere in the DSL job configs.
