Avoid instantiating the machine locations in the resolver, as that causes us to manage (and never unmanage) them.
Similar to ByonResolver, use a separate config key for LocationSpecs of child locations. Restores backwards compatibility, by re-adding: MultiLocation.getSubLocations()
