Bug description

When jdbc db2 tests run in fips mode, failure happens.

Caused by: com.ibm.db2.jcc.am.SqlInvalidAuthorizationSpecException: [jcc][t4][2010][11246][4.32.28] Connection authorization failure occurred.  Reason: Local security service non-retryable error. ERRORCODE=-4214, SQLSTATE=28000

Reason is the same as IBM/Db2#43 therefore the docker db2 does not support fips.
DB2 tests should be disabled for fips environment.
