CAMEL-20019: add platform http vertx cookie handler

Description

A simple cookie handler that allows cookie addition, retrieval and expiry/removal.

Using the cookieJar that is available via the Vertx routing-context seemed to the be simplest implementation, and add/remove/get cookie operations delegate to the request/response Vertx objects.

Get/Remove operations on the CookieHandler return String values as opposed to Cookies to abstract away from specific Cookie implementations

The cookie handler is made available to routes as the 'COOKIE_HANDLER' exchange property.

• I checked that the commit is targeting the correct branch (note that Camel 3 uses camel-3.x, whereas Camel 4 uses the main branch)
