Remove empty VPN test class

Description

I found this empty test while working on other PRs. Empty/ignored tests do not help us. I am removing it. In the future, if we manage to improve these classes, we can work on unit test cases for them.

Types of changes

• Breaking change (fix or feature that would cause existing functionality to change)
• New feature (non-breaking change which adds functionality)
• Bug fix (non-breaking change which fixes an issue)
• Enhancement (improves an existing feature and functionality)
• Cleanup (Code refactoring and cleanup, that may add test cases)

How Has This Been Tested?

Given packaging and travis passed, no need to explicit CI as changes were removal of unused/incomplete test files only. I'll merge this after someone else give it a lgtm.
