* Dev: Remove Windows occurrences from site "Create a plugin"

The windows platform is not supported anymore

* 12.x: Remove Windows occurrences from site "Create a plugin"

- The windows platform is not supported anymore.
- The "Windows Plugins"-Link was directing to a 404 page
