If the 'fix' to just test fabric is to clone the entire project and just run one part of the tests, wouldn't it better to test the base repository itself? Are we going to cut-and-paste this approach 20 times?

Sadly, no. I tried to find a way to trigger apache/couchdb builds when PR or commit happens in subrepo, but it'll lead to api key leak and in the end is more hacky and ugly. So far, that's the easiest and quicker solution we can have to test our subrepos. Once we'll have own CI server ready, we improve this moment.
