Release Ballista 0.12

It has been ten months since the last release of Ballista, and there have been substantial improvements to DataFusion in this time. Perhaps we should create a new release?

Describe the solution you'd like
Release a new version. Here are some issues to consider resolving first:

• Error, message length too large: found 7666438 bytes, the limit is: 4194304 bytes #773
• Invalid argument error: lz4 IPC decompression requires the lz4 feature #929
• Consider using gRPC streams + chunking to avoid message size limits #932
• df.write_xxx no longer working in ballista #894
• Failed to build docker image #912
• build: Update UI dependencies and fix arising issues #961
• feat: Added Quick Start Documentation #960
• feat: Added Dev Environment #959
