[Improvement][Master] Remove yarn queue management

• I had searched in the issues and found no similar feature requirement.

Description

Currently, we have already supported to set yarn queue in specific task types, in addition, we don't have the ability to manage yarn queue in DS, same reason as K8S namespace.

Thus, we should remove yarn queue management, ref #14310 (comment)

Have to do some code clean work in this issue, including front-end and back-end, also have to declare this deprecated table t_ds_queue in doc (maybe in incompatible change page).
