What is the purpose of the change

Disable an unstable e2e test.

Is this test always failing? I've seen it reported only once in the last 1+ month. If so, maybe disabling it is an overkill?

2/3 finished master builds today failed with this, yesterday all nightly runs failed with this.
Maybe I should report all failures I see in the ticket :)

Ahh, I'm getting old and blind. I was looking at https://issues.apache.org/jira/browse/FLINK-16291 instead of https://issues.apache.org/jira/browse/FLINK-16921
