[FLINK-19084] Remove deprecated methods from ExecutionConfig

What is the purpose of the change

This commit removes deprecated, ineffective methods:

• set/isFailTaskOnCheckpointError
• disable/enableSysoutLogging
• isLatencyTrackingEnabled
