[FLINK-18356][Azure] Enforce memory limit on custom CI servers #15509

This PR is a test on our custom CI infrastructure to see if the tests are stable if we enforce a memory limit.

Looks like the blink tests are failing with a limit of 7GB :( https://dev.azure.com/apache-flink/apache-flink/_build/results?buildId=16123&view=results
