[FLINK-23087] Make AddressResolution a top-level class

With this PR the AddressResolution is a top-level class. The class is required by both the runtime for HA and by our akka code when creating RPC services.
This class will eventually be moved to flink-rpc-core, where it will be accessible to both flink-rpc-akka and flink-runtime.
