[IN_PROGRESS] Remove "flink-sql-parser-hive" from "flink-table"

What is the purpose of the change

This is the actualized version of #19077.

Removes the flink-sql-parser-hive module from flink-table to decouple Hive from the table planner module, which is required to externalize the connector.
