[FLINK-31604][table] Reduce usage of CatalogTableImpl in table-planner

What is the purpose of the change

CatalogTableImpl is deprecated and it is suggested to use CatalogTable in comments.
The PR replaces CatalogTableImpl usages in table-planner with CatalogTable.

This change is a trivial rework / code cleanup without any test coverage.
