[FLINK-11728] [table] Deprecate CalciteConfig temporarily

What is the purpose of the change

Deprecates the CalciteConfig to unblock FLINK-11067.

Thanks for the PR. +1 to deprecate CalciteConfig thus we can put TableConfig into API module. This would be helpful for making TableEnvironment interface.
