What changes were proposed in this pull request?
Upgrade gRPC library version in Hive to 3.12.0
Why are the changes needed?
Using grpc 3 will allow us to use more gRPC features further down the line
Does this PR introduce any user-facing change?
No, just a different grpc compiler will be used.
How was this patch tested?
Existing unit tests, building/running manually
Not additional tests were added since this is just a library version change.
