Build: Replace deprecated command with environment file

Update .github/workflows/jmh-benchmarks.yml to use environment file instead of deprecated set-output command.

I found the workflow file that use set-output command through the following command:

$ find . -name '*.yml' -o -name '*.yaml' | xargs egrep '\bset-output\b'

AS-IS

echo "::set-output name=matrix::[$matrix]"
echo "::set-output name=foundlabel::$(echo "[$matrix]" | jq 'if . | length > 0 then true else false end')"

TO-BE

echo "matrix=[$matrix]" >> $GITHUB_OUTPUT
echo "foundlabel=$(echo "[$matrix]" | jq 'if . | length > 0 then true else false end')" >> $GITHUB_OUTPUT
