A new Cluster policy highlights short-circuit.

Saying short-circuit, I means a fault tolerant concept in Hystrix.

I think we should support this feature internally in Dubbo. Cluster is a good Extension point to do this.

Users no longer need self to integrate hystrix to implement short-circuit.
Dubbo can support that too good.
