Required for compatibility with Bazel 0.24 and above. Current PEX build rules are not compatible with the following Bazel changes -

  1. incompatible_disallow_filetype: Kill off the "FileType" skylark type and function bazelbuild/bazel#5831
  2. incompatible_depset_is_not_iterable: Make depset not iterable bazelbuild/bazel#5816
