Should be quite a big speedup, semanage takes a significant (20 minutes?) amount of time in the release build process.

I noticed semanage is really, really slow one some CentOS versions, most notably on the
version we use to build releases (and run CI tests).
I estimate this optimization shaves 20+ minutes from these processes for CentOS.
