Scala 2.12.19

This release improves compatibility:

• Support certain Java libraries compiled on JDK 21 (#10675 by @​SethTisue)
• Support JDK 22 in optimizer (by upgrading to ASM 9.6) (#10575 by @​Philippus)
• New -Yrelease option supplements -release, allows access to additional JVM packages (#10671 by @​som-snytt)
• Update compiler's scala-xml dependency to 2.2.0 (was 2.1.0) (#10459 by @​SethTisue)
